Celtic Freeport’s Manifesto for Wales

Ahead of the 2026 Senedd elections in May and the formation of a new Welsh Parliament, the Celtic Freeport has set out a vision for Wales.

A future centred on infrastructure-led regional growth, support for nationally critical industries and community renewal, all underpinned by strong governance and robust local skills pathways.

To realise this vision, the Celtic Freeport and its partners require support across:

  • Grid access
  • Planning delivery (marine and terrestrial)
  • Strong pipelines, from skilled people to the roll-out of floating offshore wind
  • Hydrogen and alternative fuels
  • CO₂ shipping.
